I was just wondering cause if they had a virtual reality game to play then more people can stop breeding and making the population of dogs increase so instead they could breed them online so they wont put females at health risks?

Yes, there are games on the internet where you breed virtual dogs (I have heard of one called Virtual Pups or something like that), but it doesn’t change what happens in the real world one bit. A virtual dog just doesn’t substitute for a real one.
